Systems Point of Entry (SPE) serves as the centralized information, education and referral center for the Office of Maternal, Child and Family Health (OMCFH) Programs. The functions of this unit include the following:

  • Serves as the receiving point for statewide applications made to the Children with Special Health Care Needs (CSHCN) Program.

  • Operates the federally mandated statewide toll-free hotline required for all agencies receiving Title V funds.

  • Provides access to health information resources at the community level.

  • Provides individualized care referrals and coordination of education and health resources for individuals not eligible for the Children with Special Health Care Needs (CSHCN) Program.

  • Coordinates access to prenatal care for low income pregnant women without resources for care.  Explore local health care financing, including Title V, for low income pregnant women who are not eligible for Medicaid.

  • Serves as a data repository collecting information about the demand for services which exceed current MCFH program capacity.

If you are a parent who needs help for your child with special health care needs, or a professional who has questions regarding OMCFH programs or services, call our in-state toll-free line 1-800-642-8522 or 1-800-642-9704 or 1-304-558-5388.
