Local Reporting
Beginning in 2007, the Individuals with
Disabilities Education Act (IDEA) of 2004, requires all states to report
information on each district or region's performance in meeting specific early
intervention and special education targets outlined in their State's Performance
Plan (SPP).
Specifically, this Act requires each state to:
- Have in place a State Performance Plan (SPP) that evaluates that State's efforts to implement the requirements and purposes of this part and describes how the State will improve such implementation.
- Submit an annual performance report (APR) that evaluates the state's efforts to implement IDEA 2004.
- Report to the public on the performance of each school district and early intervention program relative to the targets specified in the SPP. (§616 (b)(1)(A)) Some targets are set by the federal government, and some are set by the state. This information provides local districts and communities an opportunity to see what’s working well in their special education and early intervention programs and to identify what aspects of those programs are in need of improvement.
The Indicators for WV Birth to Three Public Reporting include:

who receive IFSP services within 30 days of consent of parents. |

who receive early intervention services in the home or natural environments. |

Percentage of all children
with IFSPs who demonstrate improved social/emotional skills, acquisition/use of knowledge/skills, and use of appropriate behaviors to meet their needs. |

Percentage of all children
age birth to 1 with IFSPs compared to other states with similar eligibility. |

| 5b. | Percentage of all children age birth to 1 with IFSPs compared nationally. | |

Percentage of all children
age birth to 3 with IFSPs compared to other states with similar eligibility. |

| 6b. | Percentage of all children age birth to 3 with IFSPs compared nationally. | |

Percentage of all children
who receive their IFSP within the 45-day timeline (family reasons excluded). |

Percentage of all children
exiting WV Birth to Three who received timely transition planning to support the child's transition to preschool and other community services by their third birthday, including: a. IFSPs with
transition steps and services; |
Public reporting must include broad dissemination, be accessible to individuals
with disabilities, and be understandable to the general public. (§616 (b)(2)(C)
