      Authorized Vendor Issues
      The Vendor Management Unit (VMU) of the WV WIC Program accepts and 
      processes applications for participation in the program from interested 
      grocery vendors and pharmacies.  Although there is some variety in food 
      delivery systems for WIC through the country, WV uses the retail outlet 
      method of providing food benefits to participants.  WV WIC attempts to 
      establish a partnership with its vendors, and has initiated a Vendor 
      Advisory Committee to assist in furthering such a relationship.  The VMU 
      is responsible for authorizing food vendors and maintains approximately 
      500 vendors to assure access for program participants.   Vendors are 
      thoroughly trained on WIC rules and regulations. Training is held at 
      least once per month in Charleston. Training is also 
      provided on a regional basis for stores requiring reauthorization. Technical 
      assistance is provided to vendors by telephone as well as during routine 
      on-site visits.
      The VMU also analyzes various indicators to identify high risk 
      vendors. Complaints from WIC participants are investigated as well.  
      Further, vendors who are non-compliant are sanctioned by the VMU as 
      appropriate.  These activities help to ensure the integrity of the WV WIC 
      Program.  It is important that program participants receive the nutrients 
      supplied by their specific food package, and a greater number of 
      participants can be served utilizing effective cost containment measures 
      on WIC food packages.
