WV Birth to Three Professional Development Information

COMPETENCY TEST

All coming into the WV Birth to Three System must take and pass the WV Birth to Three Competency Test.
A direct service practitioner must take the competency test after the completion of Principles of Practice and
during their first year. A service coordinator must complete the Introduction to Service Coordination training
and complete the competency test during their initial enrollment process.
You must request access to the test by contacting either your agency or Regina “Mel” Woodcock at
regina.k.woodcock@wv.gov. You will be sent the test and directed to return it to the training coordinator
upon completion. You must score a passing grade of 80% or higher to begin or to continue providing
services.

JOIN THE WV STARS TRAINING REGISTRY

The WV State Training and Registry System, also known as WV STARS, is a collaborative effort across WV
early childhood programs to implement a comprehensive continuum of specialized training and career
mobility for all early care and education professionals.
West Virginia’s State Training and Registry System - A New Vision for Professional Development is a course
that reviews the components of WV STARS and how to interact with the system. You do not need to be a
registered WV STARS participant to view this course. You do have the option to complete the course in
order or to select a specific topic of interest or concern
All WV Birth to Three training opportunities are registered with WV STARS. You must be a registered user of
that system to access these training opportunities. There are several benefits to participation in the Registry
system:

?? Access to high quality face-to-face, webinar and on-demand trainings linked to the WV Early

Childhood Core Knowledge and Competencies. These sessions are provided by credentialed early
childhood trainers.

?? Access to a training profile established for you – the profile provides a transcript of all completed

professional development activities and houses copies of training certificates for STARS sessions
that you have attended.

ON DEMAND TRAINING OPPORTUNITIES
