WV Birth to Three
State Structure
The IDEA requires the Governor to designate the lead agency to oversee and
implement the comprehensive system of early intervention services. In West
Virginia, the lead agency is the Department of Health and Human Resources,
Bureau for Public Health, Office of Maternal, Child and Family Health.
WV Birth to Three is pleased to be administered by the Office of Maternal, Child
and Family Health (OMCFH) through the Bureau for Public Health as it gives our
system natural linkages to resources that many of the children and families we
serve may need.
