NOTICE of Grant Announcement
IN HOME FAMILY EDUCATION PROGRAMS
The Department of Health and Human Resources, Bureau for Children and Families, Office of Finance and Administration (Bureau) announces the availability of two hundred forty five thousand dollars ($245,000) in grant funds for the expansion of existing In Home Family Education (IHFE) programs or the development of new In Home Family Education Programs. In Home Family Education programs provide information, parent education and support to families with young children in their homes.
The purpose of this Grant Announcement is to solicit applications from qualified applicants who propose to:
- expand the services of existing In Home Family Education programs, or
- start a new In Home Family Education program in a county without existing programs.
Applicants may apply for up to $45,000. Due to limited funding, the Department reserves the right to award grants in a manner that will ensure services are available to the greatest number of families. The grant period is August 1, 2008 through June 30, 2009.

Completed applications are due Thursday, June 5, 2008. Anyone interested in submitting an application must submit an electronic letter of intent by Friday, May 30, 2008. Telephone calls regarding the Grant Announcement will not be accepted. All questions must be submitted here electronically by Wednesday, May 21, 2008. Answers will be posted online Friday, May 23, 2008.
GUIDELINES FOR SUBMISSION OF GRANT APPLICATIONS
Registration
Agencies wishing to submit a grant application must complete and file a Vendor Registration and Disclosure Statement (WV-1) unless your agency is already registered as a vendor with the state. To obtain information and get a copy of the WV-1, please contact the West Virginia Department of Administration, Purchasing Division at (304) 558-0059. While agencies are not required to be a registered vender in order to submit an application, agencies must register prior to the award of a grant. Additional information on vendor registration guidelines is available on the Department of Administration website at http://www.state.wv.us/admin/purchase.
Please be certain that the information (e.g. vendor name, address, FEIN number etc.) under which the application has been submitted for review is in agreement with the information provided when registering as a vendor with the State of West Virginia. This information should also be in agreement with the information in the application. Failure to properly register will result in a delay in processing the grant agreement.
Affidavit of Debt
West Virginia State Code §5A-3010a (3) (d) requires that all vendors submit an affidavit of debt to certify that no debts are outstanding and owing to the State of West Virginia. If submitting a multi-agency application, a No Debt Affidavit must be completed for each agency. If there is an outstanding debt to the State of West Virginia, this debt must be satisfied in order to receive grant funding.
Oral Statement or Commitments
Any notification of a grant award is not valid until an agreement has been properly approved and executed in accordance with Department policy and procedures. Implementation of any program based upon an award announcement prior to receipt of a fully executed signed agreement is at the prospective service providers’ risk.
Letter of Intent to Apply
In order for an application to be considered, Applicants must submit an electronic Letter of Intent to Apply by Friday, May 30, 2008.

All applications become the property of the Department.
The applications and any completed grant agreements based on the content of these proposals are considered public documents and are available to the public for inspection.
All applications will be subject to evaluation by a committee established by the Department. Applications will be evaluated for content, cost, and compliance with the requirements of the grant announcement. The Department reserves the right to ask applicants for additional information to clarify their application.
Incurring Costs
The Department is not liable for any expenses incurred for the preparation and delivery of applications by any applicant responding to this announcement.
Application Format
Proposals must be typed, including budget documents and forms. All pages must be numbered. Handwritten requests will not be accepted.All applications and budgets must be for the period of August 1, 2008, through June 30, 2009.The application must be in the order outlined below and include all required information required.
Grant Application Cover Page
Applicant must be a legal entity. Check program model and enter all identifying information requested. Applications must be signed by an individual with the authority to bind the agency to the terms of the announcement and the application.
Agency Experience/Capability
Applicants must demonstrate that the agency has the personnel, administrative ability, and knowledge to administer the program including background, size, resources, and relevant experience.
Program Description
Applicant must demonstrate a clear understanding of the target population and the services to be delivered.
Work Plan
The work plan must describe the step by step process for implementation and the detailed plan. The work plan must include specific tasks, responsible parties, and realistic time frames for start up and implementation of services.
Budget
The Applicant must submit a detailed line item budget using the forms provided projecting the total operating costs for the grant period beginning August 1, 2008, and ending June 30, 2009. Budgets must be in whole dollars. If applicant intends to sub grant to other agencies, the sub grantee budgets must be provided for each planned sub grantee.
