Art started the meeting by showing an Excel document of expenditures - if no one else turns in any more, we have a ballpark of about $10,000 left to redirect.
The mini grant was looked at- travel/supplies order/ expenditures
Needs: burnable CD’s/ each county will get at least 100 CD’s or more, jump drives
Office supplies: Paper, notebooks and folders are others items to purchase-One inch and three inch binders
For satellite phones- car chargers and bags will be purchased for each county.
Discussion was made about paying for conferences in advance- consideration made with capturing the money from contractual to redirection, the group did not agree with this.
It was reported that there would be no cost for E-Team this year.
Satellite phones are paid for until this March- this was done this in advance, will try to extend to August 2006.
The matter of training disks from CSB was brought up- the next step of Principles of Epi is about food outbreaks- Bob is checking on downloading some information concerning that.
Mike checked on supply expenses to get a better idea of how much we are spending.
Art passed out a new threat preparedness time tracking report- this time sheet separates time into local/regional/state categories.
It was presented on the Smart Board to see how it works. Discussion was made for PACT members to possibly use this to track time.
Leads and Back-ups should track their expenses for regional activities - VJ Davis (environmental) has already been contacted and going to a state meeting. This will allow us to better allocate funds for next year.
E-Team Training- Jamie went to a meeting concerning E-Team and things are moving better with E-Team
CDC- Their push is for chemical and nuclear terrorism training this year
Art passed out a packet to each of the administrators about the status of the all hazards regional position.
Jamie sent out the latest TP grant application yesterday.
Jamie and Bob went to meeting a SPHERE and EPHRT region to see how close our PACT plans are to theirs- they are both similar.
Jamie and Mike have been going through to clean up the document- they have been trying to fill in missing specific items from each county. If anyone needs to take out or put in any thing in the document they need to see Jamie or Mike.
Changes made- Pg 10 health and medical volunteer coord.- we don’t need to name a contact for health dept.
4d- someone from the health dept. should be named as a committee representative. (volunteer database)Ramona was named that person and will go to the meeting quarterly.
Page 17- WV Train- considered used because some PACT members filled out the survey.
Page 20 – Description of N95 masks- addition made was to coordinate with other agencies. An example is that Harrison Co will work with the VA to fit test masks.
Suggestion was made to take money left from the mini grant to apply to Jamie’s salary after we get all of the supplies (the time he is spending as all regional hazard coordination)
The PACT group chooses not to complete the optional criteria in the document.
Regional All Hazards Coord / Regional Epi/ local TP Coord.- most of the people that are responsible for the majority of the deliverables -Local TP Coord- responsible to make sure that the local county accomplishes that work.
Regional Epi- their main job is to advise and assist.
Doddridge County had an LEPC meeting – 30 people showed up – hoping to become more organized this year.
Trained Community Responder Training- Kelley- Pg78- PACT region will conduct trainings dealing with TCR during monthly meetings.
How we tract public health immunizations/allergies- Mickey Plymel-formulated Access document has a place for that – to be able to tract allergies in an emergency
It was changed in the document that PACT members have collaborated with their local OES/ County planners in vulnerability /hazard assessments for natural causes within their counties.
Local health departments will revisit their county hazard assessment and update county plans and protocols.
PACT region will collate the hazard/ vulnerability assessments of counties within the region PACT Region awaiting state direction regarding isolation and quarantine rules and will accomplish the following tasks once received.
Each county put in their order for how many supplies from regional organizational grant.
Pg 23 Question was brought up about medical conditions. This was taken out of document.
CPR training- local health dept will send reps to be CPR trained.
PACT reviewed a search for “Google earth” – will give anywhere on earth- tour of any city in the world
Art needs 2 more county budgets- keep the budgets under the region - a summary page of personnel/ fringe, etc .
As soon as we are conditionally approved we can bill for the first quarter- wont see dollars back until around November.
Peer review of the grants will be September 18th and 19th. Ramona, Jamie, Art, and Tammy will be going to this.
It was reported that Huntington is looking for a Regional Epi.
Page 105- It was changed to counties will work to formulate a JIC.
Discussion was made on another meeting to be held before the application was to be sent in. No meeting was scheduled- call Jamie or Mike with any questions or additions.
