Vice President
Brandon Lewis is currently serving as the Program Coordinator of the Meth Lab Remediation Program and the Radon Program within the Office of Environmental Health Services. His tenure with the Bureau for Public Health has spanned over 8 years beginning with the Office of the Chief Medical Examiner. Prior to working for the Bureau of Public Health, Brandon held the position of West Virginia State Police Chemist for 4 years. He received his Bachelors of Science Degree in Chemistry from West Virginia State College. Brandon sets on the West Virginia Drug Endangered Children Task Force, National Alliance for Drug Endangered Children, and holds the Public Information and Public Health Awareness Chairs for the West Virginia Public Health Association. Brandon has given over 100 presentations on meth labs and meth contamination. Most recently, he was a presenter at the National Environmental Health Association (NEHA) Conference in San Diego, CA. Brandon is a native of West Virginia and lives in London with his wife, Lisa, and three children, Jenna, Jax, and LaShay
I have over 33 years with the Department of Health & Human Resources, serving in the DHHR Budget Office, the Office of Maternal, Child & Family Health and the Office of Community Health Systems & Health Promotion. I received a Regents Bachelor of Arts in Accounting in 1998 and Associate in Applied Science in Accounting and Management in 1993 from West Virginia State College. I have trained in various accounting, management and disaster preparedness arenas. I have served on the West Virginia Early Intervention Interagency Coordinating Council, the WV Oral Health Advisory Coalition, the WV Rural Health Conference Planning Committee and the National Organization of State Offices of Rural Health conference planning committee, among other boards and councils. In my current position, I make monetary awards against student loans for medical providers to retain them throughout rural areas of West Virginia. I am a Past President of the West Virginia Public Health Association, Inc. and a native West Virginian. I currently live in Marmet with my cat, Jack. APHA Delegate (3 year term)
I am Administrator of the Boone County Health Department and have been there since 1990. I am also the director of Nursing and work with the Epi program as well as several other positions with Threat Preparedness. As with everyone else, my duties have changed since 9/11, but they have made for an exciting career. Before coming to Boone County, I worked at the Division of Local Health for seven years. I have also been a staff nurse at the Appalachian Regional Hospital in South Williamson, KY and nursing faculty at Southern West Virginia Community and Technical College in Williamson, WV. I have been the APHA Representative to APHA for the past three years. I have enjoyed being your representative and bringing information back to our Association. Currently, I am Past President of the Association of Local Health Departments and Treasurer for the Public Health Nursing Section of WVPHA. In addition, I am a member of APHA and have participated with the Nursing Section. I am a graduate of SEPHLI and currently am attending the West Virginia Nursing Leadership Institute. I also have a BSN from D’Youville College in Buffalo, New York, a M.S. from Marshall University, and a MSN from West Virginia University. In my spare time, I am involved in Girl Scouts and am the Parish Nurse at Sacred Heart Church in Williamson and the American Cancer Society program Community Health Advisor Program. I am married to David Miller ,an inspector with WVDEP’s Division of Mining and Reclamation. We have five cats and too many nieces and nephews to count !!. Vickie Greenfield is currently the Nurse Director for Berkeley County Health Dept. She holds a B.S.N. Degree from Mountain State University. Vickie began her professional career nearly 30 years ago. She has extensive experience in long term care, acute care and healthcare marketing. In 2006 while completing her baccalaureate degree she had the opportunity to work with the staff at the Berkeley County Health Dept and found her true calling…. caring for the citizens of WV. Since that time she has worked diligently to address the public health needs of her community and establish the health dept as an open haven for all who need services. She has shared her knowledge as a Clinical Faculty Member at Shepherd University (2006-2010) and acted as a preceptor to West Virginia University nursing students during Rural Health Rotations (2008 to present). Vickie has been a member of the WV Public Health Association since 2006. She has served on the Executive Committee for the Nursing Section for the past three years and is currently WVPHA Nursing Section Chair. She is also an active member of NACCHO serving on the immunization work group for the past 4 years and the nurse triage line work group for the past year.
Received BA and MA from Marshall University and also attended Johns Hopkins University School of Public Health. Employed by the State of WV for the past 21 years. Began with the State Legislature and then transferred to the Bureau for Public Health. Has been with the Office of Maternal, Child and Family Health’s Division of Research, Evaluation and Planning for last 16 years. Currently working as the MCH Epidemiologist. Participating member of following Advisories: PRAMS (Pregnancy Risk Assessment Monitoring System), IMMRT (Infant and Maternal Mortality Review Team), Newborn Metabolic Screening, Maternal Risk Screening, Oral Health, Home Visitation, Violence and Injury Prevention, Gestational Diabetes, BRFSS (Behavior Risk Factor Surveillance System), Perinatal Partnership and Our Babies Safe and Sound. Active member of the NBDPN (National Birth Defects Prevention Network), CSTE (Council of State and Territorial Epidemiologists), MCH Epi Workgroup and WV Public Health Association. Over the past 16 years have made several presentations at state and national meetings including: National MCH Epi Conference, National Birth Defects Conference, PRAMS Conference, WV Public Health Conference, and WV Rural Health Conference. Co-authored articles published in the WV Medical Journal.
Alternate APHA Delegate
Judy Ashcraft worked for Mid Ohio Valley Health Department for 3.5 years, and is now employed with Office of Environmental Health Services, Public Health Sanitation Division as Sanitarian Chief, Assistant Manager to the Bottled Water and Infectious Medical Waste Program. She has a degree in Geology. She lives in Mineral Wells with five dogs, seven cats, one goat, one llama, 15 chickens, three fish, and one long suffering husband, Steve.
I am running for the office of Alternate APHA Delegate. I have served in this position before and attended the APHA Meeting in Atlanta, GA in 2001. I am a member of the current Executive Council serving as Nomination Committee Chairperson. I am a two time Past President of the F.O.C.T. Section, and a member of the Professional Clerical Section. I work for the Office of Maternal, Child and Family Health in the Systems Point of Entry Department as an imaging operator. I have been employed by the State of WV in Charleston for 18 years, and have been a member of the WVPHA around 15 years. Member at Large (3 year term)
Michael Morris has served as the Manager of Privacy, Health Informatics and Continuity in the Bureau’s Public Health Administration section for the past 10 years. He has served as the President of the Finance, Operations & Computer Technology Section of the WVPHA for the last two years. Michael also serves the Bureau on the Governor’s Executive Information Security Team and as a member of DHHR’s Health Incident Command. Prior to working for the Bureau, Michael served the State of West Virginia for 10 years in various rolls with the Information Services and Communications division of the Department of Administration and worked as a Material Requirements Planner for Dow Chemical/Union Carbide for 4 years. Michael holds a Bachelor’s Degree in Business Administration from West Virginia University. A native West Virginian, Michael enjoys fishing, camping and spending time with his wife, Bev; dog, Calamity Jane; and Cat, Barney.
My name is Vickie Caruthers. I am employed with the WV Department of Health and Human Resources, Bureau for Public Health, Office of Maternal, Child and Family Health where I presently serve as the Secretary to the Director for the Division of Research, Evaluation and Planning. I have worked for the WVDHHR/OMCFH for 9 years. In these 9 years I have served on many committees within the Division as well as overseeing the OMCFH Christmas and Employee Appreciation celebrations, served on the Safety Advisory, attend many different health venues exhibiting OMCFH information and educational materials. I enjoy the position I hold because of the people I work for and with that make up the Office of Maternal, Child and Family Health and the Division of Research. We, as an entire Division strive to ensure that the people of WV receive services that will assist them in improving their overall quality of health from a newborn to adult. All of us understand that each of our jobs requires us to seek, reach and teach fellow West Virginians that it is important that we as a whole need to become a Healthier State on a day to day, minute by minute basis. I am married to Rodney, we live in Charleston. I am a “MaMa” which I enjoy being so much. I serve on various activities within our church. I am the Young Adult Choir Leader, active in the women’s programs, have served and delivered various encouragement talks at women’s conferences. Overall I am a very enthusiastic person who enjoys serving others. I enjoy singing, fishing, hunting, sitting by the ocean, cooking reading and the great outdoors in WV!
