The WV Early Intervention Interagency Coordinating Council will meet Wednesday, September 25, 2013 for its regular meeting at the Connect Child Care Resource and Referral office, in Cabin Creek, WV.  The meeting is scheduled to begin at 9:30 am and will end at 3:30 pm.

The ICC was established in 1987 in compliance with the federal regulations governing state early intervention systems that address the needs of infants and toddlers, ages birth to three, eligible under Part C of the Individuals with Disabilities Education Act (IDEA). These regulations require each state to establish a state interagency coordinating council to advise and assist the lead agency in the development and implementation of the Part C statewide system.

In WV, the Lead Agency is the Department of Health and Human Resources (DHHR), and the system is administrated through the Bureau for Public Health, Office of Maternal, Child and Family Health. While the ICC provides advice and assistance to the lead agency with the planning, implementation, and evaluation of the WV Birth to Three system, the lead agency has final authority in the administration of the state system.

Participation of parents, practitioners and community partners is valued and the expertise you bring to the Council is important to the success of the WV Birth to Three system.  The Council provides an opportunity for parents, professionals, legislators, advocates, and state interagency partners to work together to advise and assist the Department of Health and Human Resources in the development and implementation of a statewide system of services and supports for young children with special needs and their families.


The WV Early Intervention Interagency Coordinating Council believes that early intervention services should:
  1. be family centered;

  2. support and enhance the capacity of families to fully participate in their community;

  3. support and enhance the capacity of communities to include families;

  4. have adequate and flexible resources and funding;

  5. be accountable, responsive, and meaningful for families;

  6. ensure an individualized, integrated, and coordinated team approach to service planning and delivery;

  7. ensure the development and retention of sufficient numbers of qualified personnel, and;

  8. be collaborative, seamless, and comprehensive in order to provide service options for children with special needs, ages birth through five, and their families in settings and activities which are available for their typical age peers in natural environments within their community.
