N E E D S  A S S E S S M E N T

The comprehensive statewide Needs Assessment was contracted to the Marshall University Center for Business and Economic Research to ensure an objective analysis of the required data elements to determine the most at-risk counties.

 

Based upon the federal guidance released on August 19, 2010, the Needs Assessment had to identify the communities most at risk in the following areas:

 

 
  • Premature birth, low-birth weight infants, infant mortality (including infant death due to neglect) or other indicators of at-risk prenatal, maternal, newborn, or child death.
  • Poverty and crime;
  • Domestic violence;
  • High rates of high-school dropouts;
  • Substance abuse;
  • Unemployment; and/or
  • Child maltreatment.

 

The Needs Assessment also had to identify the quality and capacity of existing home visitation models including:

 

 

  • Number and types of individuals and families who are receiving services;
  • Gaps in early childhood visitation; and
  • Extent to which models are meetings the needs of eligible families

 

 

The Needs Assessment also needed to show coordination with other assessments including:

 

 

  • Maternal and Child Health Services Block Grant Statewide Needs Assessment
  • Head Start community strategic planning and needs assessment
  • Section 205(b) of the Child Abuse Prevention and Treatment Act (CAPTA).
