This report was commissioned by the West Virginia Department of Health and Human Resources, Bureau for Public Health, Office and Maternal, Child and Family Health. The Center for Business and Economic Research (CBER) at Marshall University was commissioned to perform an “outcomes” based program evaluation to determine the effectiveness of the RFTS Program.
