- WV Early Care and Education County Plan -
The County Plan for Services to Eligible Children reflects the
requirements of the West Virginia Board of Education Procedural Rule
126CSR28 (2525). It is the result of collaborative efforts between the
Department of Education, the Department of Health and Human Resources, and
the Office of Head Start Collaboration.
The County Plan is the only opportunity the Collaborative Review
Committee has to see the overall picture of how counties are implementing WV
Pre-k. For this reason, please be as descriptive as possible when developing
your plan. If a section of the plan is unclear, please understand that
members of the review committee (Department of Education, Department of
Health and Human Resources, or Head Start) may contact county Pre-k planning
members and/or community programs for further clarification. This is not an
indication of the approval/non-approval status of the plan. It is simply to
assist the committee in gaining a better understanding of the plan the
county team has developed.
This plan is an update of the plan submitted in February 2007 and will
demonstrate progress toward full implementation. It must be developed
locally with input from indicated core partners as well as all significant
members of the local early education community. §126-28-3.9 states: County
collaborative plan means the plan each county school board, in cooperation
with the county collaborative team, is required to submit. The plan shall
include an analysis of facility and personnel needs, an analysis of
demographics of the county related to the early childhood program
implementation, financial requirements for implementation and potential
sources of funding to assist implementation, details of how the county board
will cooperate and collaborate with other early childhood programs, specific
timelines for implementation, and any other requirements of this policy.
§126-28-6.5 states: Changes, updates and amendments to the county plans
are to be submitted to the WVDHHR and the WVDE in February each year until
2013 or until such time as the county offers universal access to a high
quality program as defined by this policy for all eligible children in that
county. Collaborative settings support the maximization of resources as
required by W.Va. Code §18-5-44. Counties must maximize early childhood
resources by collaborating with existing programs within the county before
opening new classrooms operated solely by the LEA unless those collaborative
partners do not exist or choose not to participate. A county’s collaborative
plan will reflect the documentation to support maximization of resources as
well as reflect how this plan identifies both potential resources and the
efficient use of currently existing resources.
The plan must be typed in Word and submitted electronically via e-mail to
melanieclark@wvdhhr.org
by the county board on behalf of the county team no later than February 15,
2008. An original and three (3) copies of all signature pages and letters
must be mailed to the following address by February 22, 2008:
