Certification and
Training Program
The Certification and Training (C&T) Program
oversees the certification of public water system operators,
wastewater treatment works operators, backflow prevention assembly
inspectors/testers, water well drillers and pump installers in West
Virginia. C&T also provides the training and testing for monitoring
well drillers in cooperation with the WV Department of Environmental
Protection.
The WV certification requirements for these
professionals are based on public health protection. Please direct
any questions to C&T program
staff.

***IMPORTANT ANNOUNCEMENT***
OEHS is reviewing
and drafting proposed revisions to both 64CSR4 Public Water
Systems Operator Regulations (2007) and 64CSR5 Wastewater
Treatment Works and Operators (1995). These changes to both
certifications will ultimately enhance public health protection.

It is OEHS hope
these stakeholders would not only bring ideas from their own
operating/industry experience, but also serve as a contact to funnel
in additional ideas from operators and public to be discussed at
these meetings. Additional OEHS staff will also be actively
involved in this endeavor.
The intent is to
meet with the above stakeholders several times over the next couple
months at the Central Office in Charleston, WV (conference call also
an option) to assist in drafting proposed changes to both state laws
by March 2011. The proposed draft will then be submitted to the
Secretary of State for public notice by July 2011 and in spring 2012
to the Legislature for rule revision consideration.
At any time anyone
is welcome to submit comments or suggestions in writing to any
stakeholder listed above or Dawn Newell, Certification and Training
Program Manager (dawn.a.newell@wv.gov),
for consideration. The proposed committee revisions will then be
reviewed and approved by WV DHHR.
OEHS requests each
committee member to submit ideas in writing via email to
dawn.a.newell@wv.gov at least 2 days prior to each meeting to
help draft a tentative agenda. As the committee makes progress,
proposed draft revisions will be posted in PDF format below for
review.
