Wellhead and Source Water Protection Grants

 

Grant Program Summary

The Wellhead Protection and Source Water Protection Grant Programs are designed to provide funding for the development and implementation of local wellhead and source water protection programs; as well as, the enhancement of physical security. See Program Description.

Since 2007, more than $265,000 has been expended for completed or ongoing protection projects.  An additional $490,000 has been allocated to continue projects and initiate new proposed projects selected from the 2009 application process.

We are not currently accepting applications; however, we look forward to offering this opportunity in the future to encourage local source water protection initiatives

We would like to thank the following community water systems and county commissions for their participation in the program.  We commend them for their dedication to protecting source waters and preventing present and future public health threats.

Wellhead and/or Source Water Protection Activities

Oakland PSD

Installed fencing at wellheads and developed an Emergency Response Plan.

Town of Union

Cooperatively developed a Monroe County Land Use Planning and Source Water Protection Plan. Cooperatively developed Comprehensive County Plan.

Town of Bath

Continued assessment of the hydrogeologic conditions in the Cacapon Mountain aquifer.  Complied data to draft an Environmental Protection Agency Sole Source Aquifer Designation application.  Data is also being utilized to lay the groundwork and gain support for potential zoning ordinances within the aquifer recharge area in the county. 

Alpine Lake Public Utility

Installed fencing to protect wellheads from vandalism and accidental contamination or damage. 

Lubeck

Installed fencing at wellheads and electrical control platform at wellfield.

New Martinsville

Installed intruder alarms at well site buildings and fences around wellheads.  Proposing to properly abandon an inactive well to prevent contamination to their aquifer.

New Cumberland

Installed a security system to allow monitoring of the wellhead area and recording of unauthorized access.  Proposing to develop a research or protection project related to recently discover contamination in wellfield.

Preston Co PSD 4

Installed fencing to protect wellheads and electrical control panels from vandalism and accidental contamination or damage.  Also installed pressure transducers in wells to monitor the aquifers saturated thickness and determine corresponding alternation patter of wellheads to provide optimal recharge time and plan for future water demands.

Red Sulphur PSD

Cooperatively developed Monroe County Comprehensive Plan, including Source Water Protection in order to establish framework for future protective measures through zoning and land use ordinances.

Village of Beech Bottom

Installed security camera system and lighting.  Erected Drinking Water Protection Signs along highway.

City of Wellsburg

Installed security camera system and lighting.  Erected Drinking Water Protection Signs along highway.

Town of Franklin

Established a Source Water Steering Team.  Overseeing the installation of a monitoring station in the wellhead and spring area that will result in early detection and control of contaminants.

City of Hurricane

Installed guardrail fencing to block access to source water reservoirs.   Developed and distributing a public awareness brochure to raise awareness of potential impacts to source water reservoirs through storm water and run off from individual homes.

Fairmont

Installed fencing at the raw water intake reservoir.

Clarksburg

Installed fencing, warning signs, and digital video surveillance at source waters.  Proposing to expand their Water Watchers program to educate public about source water protection and security.

City of Parsons

Developing a Source Water Protection Plan, including updating potential contaminant source inventory, drafting management and contingency plans, and completing Emergency Response Plans as it relates to flooding of their source water.

Glen Dale Water Works

Installed video surveillance and fences at well houses.

Parkersburg Utility Board

Installed security fencing and overhead area lighting at three water supply wells with signs to provide explanation of facility purpose and contact information in case of emergency. 

Jefferson County PSD

Will conduct an engineering study identifying the opportunities and feasibility present in the direct or indirect reuse of reclaimed wastewater effluent in order to preserve and protect groundwater and surface water resources

Jefferson County Commission

Will establish a long term monitoring program to ascertain well water quantity and quality, given the vulnerability and potential for quality changes due to the county’s karst geology; increase awareness of the vulnerability of water sources by posting Source Water Protection Awareness signs in watershed areas to help eliminate dumping; and embark on a dual pronged pilot program to educated public about safe disposal of household hazardous waste materials (e.g., paints, thinners, strippers, pesticides, fertilizers, cleaners, electronics, pharmaceuticals, etc.) and to offer a hazardous waste materials collection day free to the public.  

City of Elkins

Will reduce or eliminate the threat to the public water supply from dumping, vandalism, and unauthorized entry by erecting physical barriers at source waters along with video surveillance and warning signage. 

Hundred Littleton PSD

Proposing to install fencing at well sites.

Walton PSD

Proposing to eradicate potential contaminant source from surface source water. 

Armstrong PSD

Proposing to secure raw water intakes and pumping station buildings.

Town of Rowlesburg

Proposing to install fencing, surveillance, and alarms for raw water facilities.

Mason County PSD

Modifying original proposal. 

Cowen PSD

Modifying original proposal.
