Water System Capacity Development Program

Young Boy at Water FountainCapacity Development is a program to help drinking water systems improve their finances, management, infrastructure, and operations so they can provide safe drinking water consistently, reliably, and cost-effectively. More specifically, the Federal Safe Drinking Water Act (SDWA) capacity development provisions establish a flexible framework for the WV Bureau of Public Health (WVBPH) and water systems to work together to ensure the systems acquire and maintain the technical, financial, and managerial resources necessary to consistently achieve the health objectives of the 1996 SDWA.

The Capacity Development Program is implementing the WV Capacity Development Strategy completed on August 4, 2000.  As part of the CDP, the Bureau for Public Health is required, under Section 1420(c)(3) of the Safe Drinking Water Act (SDWA), to report the status of our CDP to the Governor by September 30, 2002 and every three years thereafter.  The Report to the Governor on the West Virginia Drinking Water System Capacity Development Program provides an overview of activities completed, currently underway or planned by our CDP.

Drinking Water Treatment Revolving Fund - The fund capitalized by the United States Environmental Protection Agency provides loans for the funding of drinking water infrastructure projects needed to achieve and maintain compliance with the federal Safe Drinking Water Act and the state's Public Water Systems Regulations. The Intended Use Plan prepared each year details the intended use of funding available. The current and past years Intended Use Plans are available for public viewing here. The program is coordinated with other funding under the auspices of the West Virginia Infrastructure and Jobs Development Council.

Plan Review and Permitting - The division reviews all proposed plans and specifications for public water supplies, public swimming pools, animal and fish waste disposal facilities, and waste water systems to assure that proposed projects are designed in accordance with design standards and will perform as needed to provide adequate public health protection and service. Approximately 500 technical reviews are performed each year with about 275 approvals issued.
