DIVISION OF COMPLIANCE AND MONITORING
The Division of Compliance and Monitoring is responsible for the development and implementation of select policies and procedures related to the administration and monitoring of grant funds awarded by the Department of Health and Human Resources (DHHR), and the establishment of various internal procedural safeguards to ensure compliance with applicable federal, state and professional rules, regulations and grants management standards. Particularly, the Division of Compliance and Monitoring provides technical assistance and serves as a resource and liaison for grant awarding units and administrative offices within the DHHR, as well as external grantee agents and representatives, regarding the independent auditing and reporting requirements imposed upon recipients of DHHR grant awards. The primary functions as related to these goals are to:
- Utilize various tracking mechanisms as necessary to ensure that recipients of DHHR grant awards conduct and submit their required audits and other applicable reports to the DHHR in a timely manner and in accordance with prescribed submission requirements.
- Perform preliminary examinations (comprehensive desk reviews) of all grantee audits and related reports to ensure that said reports are prepared in accordance with Federal, State and professional rules, regulations and standards, and to perform follow-up procedures as necessary to ensure the information and data contained therein can be relied upon for grant-related monitoring purposes.
- Document and attempt to resolve, through communications and coordination with internal DHHR officials and external grantee agents and representatives, any discrepancies discovered during the desk review process that could negatively affect the administration of DHHR grant awards and related programs.
- Oversee the development and maintenance of the DHHR’s Listing of Debarred or High-risk Grantees (LDHRG), with associated information obtained from audit, review and monitoring efforts as well as from input, comments and formal requests from applicable staff within the DHHR. To verify all information to the extent practicable and ensure that appropriate and documented evidence exists to support the specific organizational elements and other details contained within the LDHRG.
