NEW BOARD OF DIRECTORS
(Beverly) Gale Lucas (President) - Gale Lucas is a lifelong resident of Berkeley County. She graduated from Shepherd College with a B. A. in Secondary Education, Social Studies in 1976. Immediately upon graduation from college, she was employed by the West Virginia Department of Health and Human Resources as an Economic Service Worker III. In 1988, she was promoted to the position of Economic Service Supervisor. She has served on various committees ranging from State and local level Personnel Advisory Committees to the integrated Training and inROADS development groups. June 7th, 2006 marks her 30th year of employment with WVDHHR.
Rita Hayner (Vice-President) - Rita Hayner started to work on 02/04/66 in Logan County as a receptionist, later sold Food Stamps, and was assistant financial clerk. In 1970 she transferred to Gilmer County and became an Economic Service Worker. For about 5 years she was an Economic Service Supervisor and Office Manager, but went back to being an Economic Service Worker because she missed working with clients. She is presently a back/up Income Maintenance supervisor. Rita has been a member of NEW since 1998. In 03/05, Rita was promoted to Income Maintenance Supervisor.
Dianna Scarbro (Secretary) - Dianna Scarbro has served on the NEW Board of Directors since 1992. She is currently the Help Desk Manager/Payment Accuracy Director for the RAPIDS Project. RAPIDS is West Virginia=s eligibility determination data system. Her initial assignments with RAPIDS were the system implementation of Welfare Reform and later the SFU, ED/BC, and Mass Change sub/systems. Beginning 04/01/06, Dianna assumed her current position. Her experience includes nine years as an Income Maintenance Worker, seven years as an Income Maintenance Supervisor, one year as a member of the OFS Policy Unit, and nine years as a RAPIDS Track Manager. Dianna currently works in the RAPIDS Office in Charleston.
Rondal Sprouse (Treasurer) - Rondal Sprouse has been a Charter Member of the Mountain State Chapter of NEW since 1982 and has also served on the Board of Directors since that time. Rondal has been employed with the agency since 1972. Rondal was promoted to an Income Maintenance Supervisor in 1974. Rondal=s experience with the agency also includes: Resource and Development Worker, Quality Assurance Reviewer, Fair Hearings Officer, and Income Maintenance Supervisor in Boone, Logan, Calhoun, Gilmer, and Wirt Counties. In March, 2005, Rondal retired from DHHR with 33 years service.
Anthony ‘Tony’ Bohrer (Board Member) - Tony has been a member of the NEW since 1997 and joined the Board of Directors in 2003. Prior to being employed by DHHR, he was an Assistant Manager for a Non Profit Organization. Tony began working in the Berkeley County DHHR Office as an Economic Service worker in November 1996. In December, 2003, he became a Child Support Specialist 1 with the Bureau of Child Support Enforcement. In November, 2004, Tony accepted a position with the Division of Training as the Policy Trainer for Region III and is housed in the Martinsburg office.
(Patrick) Bo Mikles (Board Member) - Bo Mikles has been a member of MSCNEW since 1997. He began working with DHHR in 1992 as an Economic Service Worker. He worked as an IM/WVWORKS Supervisor from August 1997 to February 1998 before moving on to a RAPIDS trainer. Bo is currently the RAPIDS Program Manager for the Division of Training and is housed in the Diamond
Gail Ratliff (Board Member) - Gail Ratliff began her career with the WVDHHR in Braxton Co. on 5/3/76. She started out as a Homemaker in Adult Services. Gail went from a Homemaker to a Case Aide a few years later. On 7/1/84 she became an Economic Service Worker II. Gail has been back up Supervisor for over 16 years. Gail joined NEW about 1983. She has been a board member since 2004.
Angie Starkey (Board Member) - Angie Starkey has been a member of NEW since 1993 and has served on the Board of Directors for 5 years. She has been employed with DHHR since Dec 1, 1992. She began her career with the agency as an Economic Service Worker until becoming a Family Support Specialist in June, 1997. She is currently housed in the Barbour District Office in Philippi.
Valerie Wells (Board Member) - Valerie Wells began working for WVDHHR in 8/91 as a receptionist, after 9 months in that position she became an Income Maintenance Worker where she worked until 11/97. She was promoted to the position of Family Support Specialist in 11/97 where she worked until becoming the supervisor. Valerie has been the Family Support Supervisor for the Weirton DHHR Office which serves Brooke & Hancock Counties since 1/05. She has been a member of NEW since 1996 and she became a Board member in 2003
