Preparedness Funding
All funding for Public
Health Threat Preparedness (TP) is federal. The
effort is funded by two grants.
Centers for Disease Control and Protection (CDC) Bioterrorism (BT) Preparedness and
Response Cooperative Agreement.
Focus: Building state and
local health department capacity to address
bioterrorism, infectious disease outbreaks, and
public health threats and emergencies.
Health Resources and Service Administration (HRSA) Hospital Preparedness Grant
Focus: Preparing hospitals and
supporting health care systems to care for victims
of terrorism and other public health emergencies

Use of Funds in Local Health
Departments:
Hiring staff—TP Coordinators, administrators, nurses, sanitarians
Building local partnerships (Office of Emergency Services (OES), local law enforcement (LLE), hospitals, etc.)
Writing health disaster response plans with community partners—OES, LLE, hospitals, providers, mental health, industry, etc.
Staff and partner training— epidemiology, risk communication, Incident Command Structure, etc.
Developing outbreak response teams
Developing community-based medical teams for vaccination and medicine dispensing
Recruiting and training volunteers
Purchase equipment—computers, radios, generators, etc.
Information dissemination and communication systems for providers, facilities and response partners
