Every FNS Authorized Retailer in Every State

Ohio Now Uses a Magnetic Stripe EBT Card – Is Interoperable

EBT cardholders from all 50 states are able to cross state lines and use their Food Stamp Program benefits without worrying what type of equipment the retailer has! Now both Ohio and Wyoming have changed their EBT system to a magnetic stripe card that makes it interoperable with West Virginia’s EBT Food Stamp program. 

CASH BENEFITS

If you are eligible to receive cash benefits you can use them several different ways:

• At retailers for cash purchases and at those stores that provide cash back to customers.

JPMorgan Chase has made available Chase ATM’s national network “surcharge free” to EBT Cardholders as a supplement to Quest access through the state’s contract.  This network provides West Virginia EBT Cardholders with access to ATM’s throughout the state.   Use of these Chase ATM’s by EBT Cardholders will eliminate the fee typically charged to Cardholders by the ATM owner.  When the Cardholder uses this service, it will significantly reduce the cost of accessing cash benefits.  To find the Chase ATM in your area follow the link below and type your city and choose WV as the state.

The Quest Operating Rules form the foundation for nationwide EBT.  Adopted by the EBT Council, a public/private partnership, in April 1996, the Quest Operating Rules establish uniform EBT operating standards interstate and nationwide for EBT.  USDA also accepts these standards.  You know that the ATM or Point-of-Sale (POS) terminals at the location are Quest when the Quest™ logo is displayed. 

Clients can use their EBT card to access cash benefits (if eligible for WV WORKS monthly cash benefits and/or Child Support Incentive payments) through automated teller machines (ATMs) that display the Quest™ logo and at POS terminals at merchant locations that display the Quest logo™.  There is never a fee when obtaining cash with a purchase or making a purchase using cash benefits.  To access Food Stamp benefits, clients can use their EBT cards at grocery stores authorized by FNS.  Always ask to make sure you can use your EBT card before you shop and look for Quest™ logos.

	The shopping bag symbol means you can use Food Stamps benefits at this retailer.
	The dollar symbol means you can make a cash purchase or get cash back with a purchase.
