Family Cost Participation Task Group Updates

*To keep the public up-to-date, WV Birth to Three will post all information/updates here regarding the activities of the Family Cost Participation Task Group. All questions may be forwarded to Pam Roush, WV Birth to Three Director at pamroush@wvdhhr.org.

Introduction:

The Family Cost Participation (FCP) Task Group is assisting DHHR, as Lead Agency, to look at options around family cost participation, including family fees and use of private insurance. The group is examining how other states have approached family cost participation and eventually will be making recommendations as to what might work for WV. 

The FCP Task Group is also taking a look at our current eligibility criteria compared to research on developmental delay and the demographics of West Virginia's children, to assure that we are indeed targeting those children who are most likely to have developmental delays without the benefit of early intervention services.

Please remember that under IDEA, any such changes on policies around family cost participation and eligibility criteria require a period for public comment and hearings, followed by submission to the U.S. Department of Education for approval before being implemented. So it will take several months before anything new could be in effect

The Family Cost Participation Task Group is assisting the Lead Agency to look at options around family cost participation, including family fees and use of private insurance. 

The group is examining how other states have approached family cost participation and eventually will be making recommendations as to what might work for WV.  Please remember that under IDEA, any such changes around family cost participation require public comment and hearings, and approval of the policy by the U.S. Department of Education. So it will take several months before anything new could be in effect. We do, however, want to show that we are accessing any funding source that is possible and recommended under Part C of IDEA.

The FCP group is also taking a look at our current eligibility criteria compared to research on developmental delay and the demographics of West Virginia's children, to assure that we are indeed targeting those children who are most likely to have developmental delays without the benefit of early intervention services.

Developmental Screening in Primary Care: The Effectiveness of Current Practice and Recommendations for Improvement [December 2007] - The Commonwealth Fund

Overview: Developmental delays and conditions are common in early childhood, and are predictive of later learning and behavioral difficulties. Early treatment improves outcomes. For this report, a literature review was conducted to determine the effectiveness of current efforts by primary care providers to detect developmental delays in early childhood. Although data are limited, there appears to be significant under-detection of developmental delays in early childhood. While the prevalence of developmental delays is at least 10 percent, early intervention programs aimed at addressing these concerns serve only 2.3 percent of children under age 3. Use of validated developmental screening tools is supported by American Academy of Pediatrics guidelines, but these instruments are neither widely nor systematically used in pediatric practice. The report makes several recommendations to strengthen developmental surveillance and screening, and thereby improve outcomes for young children and families.
