QUALITY SYSTEM

The West Virginia MR/DD Waiver Program is establishing
standardized and comprehensive procedures for assessing
the quality of care and services. This Quality System
Plan is being developed to meet quality assurance standards.
(The Protocol)
issued by the Centers for Medicare and Medicaid Services
(CMS), formerly the Health Care Financing Administration (HCFA).
The Protocol
is the instrument that sets parameters and standards for
federal reviewers when reviewing the 1915(c) waiver
programs.
The Protocol
focuses on the fact that States have the first-line
responsibility for quality assurance in the waiver program.
This ensures States are conducting front-line monitoring
activities and the federal reviewers should provide a "look-behind" review.
