The head of the Office of the Ombudsman for Behavioral Health.

| MEDIATION: |
A structured and confidential process
where people in conflict, assisted by a trained and
impartial mediator with no decision making authority,
are empowered to communicate their needs and interests,
identify their issues, consider their options, and
voluntarily reach a mutually acceptable resolution.

RECOMMENDED ORDER: |
This should not be confused with a judicial court
order, but instead shall be seen as a recommendation from
the Ombudsman for Behavioral Health to the Secretary of the
Department of Health and Human Resources.

| OMBUDSMAN: |
| It is commonly
known that the term “Ombudsman” is a universal term used to
describe someone who investigates reported complaints and
attempts to resolve them. The Office of the Ombudsman for
Behavioral Health is a new office which was created by the
Thirteenth Judicial Circuit Court. This office should not
be confused with other ombudsman programs or other persons
so titled within state government. This office was
established to address problems specifically in the
behavioral health care delivery system. This office
will also not duplicate or invalidate any existing programs
involved in dispute resolution for behavioral health care.
