Are foster children ever adopted?

Yes. Adoption is considered for those children who cannot return home and cannot be placed with relatives. The child must be legally available for adoption through either the voluntary relinquishments or court termination of the parents’ rights to the child. Children available for adoption are matched with interested families that can best meet the individual needs of the child.
