Charge
- Provide for a career pathway for all early care and education professionals- Head Start, Child Care, Department of Education, etc.
- Provide for articulation so that all training articulates.
- Provide for articulation of child care certificates, including Child Development Associate and Child Care Development Specialists to a professional degree.
- Offer training that supports college credit.
- Establishes a core body of knowledge for early childhood teachers.
- Examine in depth what has been developed through higher education, STARS, and the Birth to Three Regional Training and Technical Assistance program to see if there are existing paths
- Incorporate existing professional development systems within the state. Build capacity of early childhood personnel available to teach the new four-year old programs.
- Use distance learning, web sites and technology.
- Use approved trainers and training.
- Work with higher education.
- Examine existing work on professional development, identifies gaps and works to fill the gaps.
- Support cross-program training, where possible.
- Ensure that training for caregivers supports curriculum standards.
- Examine alternative pathways to “certification”.
- Explore and examines issues related to “certification” and recognizes a variety of certifications.
- Explore the role of “mentoring” within the larger system.
- Look at ways to insure that compensation is commensurate with education and experience.
- Look at child and family outcomes.
