Terms to Know

Homelessness
For the purpose of the Homeless program administered by the Department of Health and Human Resources, homelessness is defined as a situation where a person does not have access to nor the resources to obtain shelter.
Shelter
In this instance, shelter means a safe, permanent dwelling that is intended to be used for the purpose of housing people and does not include any makeshift accommodations such as a car, tent or box.
Contract Shelter
A shelter setting, that is under contract with the Department of Health and Human Resources to provide emergency shelter, emergency food, emergency medical and case management services to homeless individuals and families
Case Management
The process of arranging for provision of an array of services and supports for an individual or family that is based on assessment of their unique needs and designed to address the specific needs identified.
