General Information


Adult Family Care Homes

Adult Family Care homes are placement settings for adults that provide support, protection and security in a family setting. They may be an appropriate option for individuals who are no longer able to safely remain in their own homes due to physical, cognitive, and/or emotional deficits. Although an individual may be experiencing deficits in one or more of these areas, the deficits are not significant enough to warrant the level of care provided in a residential board and care home, assisted living facility, personal care home, or nursing home.

The Adult Family Care provider is a responsible person who is certified by the Department of Health and Human Resources. Once certified, the provider may provide supervision and care for up to three adults. Payment may be paid by the adult placed in the home, the Department of Health and Human Resources or a combination of these two sources.

Placements in Adult Family Care Homes are to be made by the Department of Health and Human Resources. Occasionally an Adult Family Care Home may accept a "private pay" placement, however, these placements must be approved by the Department of Health and Human Resources before the adult is placed in the home.

Current rate of payment for each adult placed:

In addition to the monthly payment for care, Adult Family Care providers may be eligible for incentive payments for participation in ongoing training and for their efforts in assisting adults in returning to independent living.

Emergency Shelter Care Homes

Emergency Shelter Care Homes are available as an emergency placement resource for adults for whom no other alternative exists. These homes provide for an adult's immediate need for care and support in a supervised setting. Placement in an Emergency Shelter Care Home may be made for up to thirty days per yearwhile safe, more permanent arrangements are being made.

Providers of Adult Emergency Shelter Care for adults are specifically selected and trained by the Department of Health and Human Resources to accept placements on a 24 hour a day basis and are to be available for placement in their home at any time, often on short notice. The Adult Emergency Shelter Care provider is a responsible person who is certified by the Department of Health and Human Resources. Once certified, the provider may provide supervision and care for up to three adults at one time. The provider receives a monthly payment from the Department of Health and Human Resources to ensure the availability of their home. In addition, when an adult is placed in the home, the provider receives an second payment for the care they provide for that adult. Placements in Emergency Shelter Care Homes may only be made by the Department of Health and Human Resources.

In addition to the monthly payment for care, Adult Emergency Shelter Care providers may be eligible for incentive payments for participation in ongoing training.

Residential Board and Care Homes

Residential Board and Care Homes are residential settings that provide a supervised group living situation in which four or more adults receive care, including limited nursing care. Although adults who are being considered for placement in a Residential Board and Care Home are experiencing deficits in one or more areas, the deficits are not significant enough to warrant the level of care provided in a personal care home, or nursing home. Residential Board and Care Homes must be licensed and meet specific requirements established by the Office of Health Facilities Licensure and Certification (OHFLAC) and the State Fire Marshall.

Each Residential Board and Care Home independently establishes their rate of payment for the services that are provided. Most placements in this type of setting are private arrangements agreed upon by the provider and the adult being placed. In instances when the Residential Board and Care provider is willing to accept the rate of payment that is available from the Department of Health and Human Resources, placement may be arranged by the Department of Health and Human Resources Adult Services staff.

Payments to Residential Board and Care Homes are made at a rate established by DHHR for this type of setting. This payment may be made by the adult placed in the home, the Department of Health and Human Resources or a combination of these two sources.
