ATTENTION ASO PROVIDERS
Effective August 1, 2011 the ASO transportation rates will change from 0.42 per mile to 0.47 per mile - see updated payment schedule for details.
For confidentiality reasons we are asking that all socially necessary service providers stop using the internet e-mail system to send monthly reports to DHHR staff. This method of distribution is not secure and could be a breach of confidentiality. We are requesting that you use the regular mail system to send reports until there can be a more secure way to use the e-mail system. We have notified all DHHR staff to discourage this method of distribution. If you have questions please feel free to contact us at dhhrbcfasosup@wv.gov. We appreciate your cooperation. Thanks.

ASO Communications Standard Operating Proceedures 
This document provides instructions on how to resolve conflicts between ASO providers and Department of Health and Human Resources staff. It is not intended to change policies and procedures for accessing or using necessary services, it is merely a mechanism to resolve problems with services.
Introduction
The Bureau for Children and Families of the West Virginia Department of Health and Human Resources, in partnership with APS Healthcare an Administrative Services organization (ASO), is initiating a new procedure for the authorization of services in child welfare cases. The name Socially Necessary Services has been chosen to designate the class of services governed by this new process.
This site section was developed to assist interested parties to determine whether or not they want to enroll as a provider of Socially Necessary Services. The web site contains the following information:
- an overview of the ASO process and Socially Necessary Services and a separate overview of the ASO Process and the Comprehensive Assessment and Planning Process (CAPS) which is one of the Socially Necessary Services regulated by this new approach;
- enrollment materials;
- Utilization Management Guidelines;
- SAFETY SERVICES 120450 Addendum (CPS FAMILY PRESERVATION SERVICES)
- SAFETY SERVICES 140450 Addendum (CPS REUNIFICATION SERVICES)
- A Service Matrix;
- Information on payment rates; and,
- Samples of the letters sent to providers.

It is recommended that any interested party review the material before deciding whether or not to enroll as a provider, the services to be provided and the geographic area of coverage. The enrollment process provides an opportunity for all interested parties to consider what they want to provide and where they want to provide it.
The initial enrollment period closes May 1, 2004. If, after reading the materials, you decide not to enroll now you may do so after July 1, 2004. It is the goal of the Department to secure the largest possible pool of providers in order to insure that all appropriate services are available to the families we serve.
