This document provides instructions on how to resolve conflicts between ASO providers and Department of Health and Human Resources staff. It is not intended to change policies and procedures for accessing or using necessary services, it is merely a mechanism to resolve problems with services.

Introduction

The Bureau for Children and Families of the West Virginia Department of Health and Human Resources, in partnership with APS Healthcare an Administrative Services organization (ASO), is initiating a new procedure for the authorization of services in child welfare cases. The name Socially Necessary Services has been chosen to designate the class of services governed by this new process.

This site section was developed to assist interested parties to determine whether or not they want to enroll as a provider of Socially Necessary Services. The web site contains the following information:

It is recommended that any interested party review the material before deciding whether or not to enroll as a provider, the services to be provided and the geographic area of coverage. The enrollment process provides an opportunity for all interested parties to consider what they want to provide and where they want to provide it.

The initial enrollment period closes May 1, 2004. If, after reading the materials, you decide not to enroll now you may do so after July 1, 2004. It is the goal of the Department to secure the largest possible pool of providers in order to insure that all appropriate services are available to the families we serve.
