Responsibilities of Division

The Division of Early Care and Education has been established within the Department of health and Human Resources to develop a system of early care and education for the 101,805 children in West Virginia age birth to five. The primary purposes of this effort are to improve services for children and families while maximizing state resources. Early Care and Education includes a number of services designed to improve the affordability, quality, availability and coordination of early childhood programs. Some programs are offered directly by the agency. Others are offered through contractual or grant agreements with community or other state agencies. Some services are designed to support coordination with programs offered by other state and local agencies, such as Head Start, Birth to Three, Pre-school Special Needs and WV Pre-K.

Service components within the Division include:

• Child Care Subsidy
• Licensing and Regulation
• Child Care Quality Initiatives/Coordination

In support of these activities, the Division also provides extensive support for the efforts of an Early Care and Education Advisory Council. This council, PIECES (Partners Implementing an Early Care and Education System),was charged with maximizing resources to develop an early childhood system from the existing pieces within a variety of different state and federal agencies.

Division of Quality Improvement

Division Responsibilities:

Family Assistance Program Review WV WORKS Unit

On site comprehensive reviews of the Bureau for Children and Families’ WV WORKS Program to insure these programs are in compliance with Federal and State laws, gathering data, writing reports, and distributing information reflecting the levels at which the Bureau’s outcome standards are be meet in its program service delivery, and working with the statewide Quality Improvement Council system as a liaison to improve program delivery and customer and staff satisfaction.

Family Assistance Program Review Food Stamp Unit

The Family Assistance Program Review Food Stamp Unit reviews the Food Stamp Program’s service delivery errors revealed by the Department of Health and Human Resource’s Quality Assurance Unit, seeks to identify the root cause of the errors, works with the Bureau’s Regional Program Managers to develop and implement corrective action procedures to eliminate a reoccurrence of these errors, performs federal required Management Evaluation and Civil Rights Compliance reviews, and completes federally required semi-annual State Food Stamp Corrective Action Plans and Annual aState Management Evaluation and Civil Rights Compliance Plan.

Responsibilities:

Complete the self-study process for the Council on Accreditation. Arrange site review visits. Educate Bureau staff on Council on Accreditation. Coordinate all activities relative to accreditation.

Division of Resource and Development

Responsibilities:

The development and monitoring the progress toward obtaining the Bureau for Children and Families desired outcomes, gathering data from automated and other sources to produce scheduled and ad hoc reports related to the Bureau’s functions and services, determining the eligibility of children in care for Title IV-E foster care assistance, and the development of other available financial support services to meet the cost of these children’s care.
